   谷正亚（曾用名：谷远征），男、汉族，中共党员，1957年12月3日生于浙江省慈溪市。祖籍江苏省涟水县。1975年7月参加工作，大学专科学历，1988年——2002年分别在民主与法制函授学院法律专业学习、南京财经大学工商行政管理专业证书班学习，1975年7月——1980年7月，江苏省淮安市涟水县高沟公社知青，任民兵排长、共青团干部；1980年7月——2002年7月历任江苏省涟水县工商行政管理局高沟工商所内勤、会计，梁岔工商所驻前进乡任工商行政管理办公室主任、灰墩工商所、五港工商所副所长、所长，中共涟水县五港工商所党支部书记，涟水县经济合同仲裁委员会仲裁员，涟水县农副产品营销协会主任，涟水县农副产品信息中心主任，涟水县消费者协会副秘书长。

1957年12月3日，生于浙江省慈溪市，1957年——1963年期间，因父亲谷绍熙右派问题，随父亲与奶奶薛美琳、姐姐谷红平在母亲朱月英家乡浙江省绍兴市绍兴县生活6年，1963年因国家自然灾害，又随父亲回原籍江苏省淮安市涟水县高沟镇常兴村（原淮阴地区涟水县高沟公社）学习、生活。

 谷正亚父亲谷绍熙，男，汉族，中共党员，1924年11月6日生于江苏省淮安市涟水县灰墩区，1944年参军(武工队)同年加入中国共产党，中国人民解放军，历任战士、排长、武装工作队队员二十军五十八师一七四团收发站长、浙江省慈溪县财税局观城税务所所长,浙江省绍兴钢铁厂工人，绍兴公路总段职工，江苏省淮阴地区涟水县工商管理局高沟工商所驻红灯公社工商管理员。经历过抗日战争、解放战争和抗美援朝战争。解放前参加过对敌斗争数十次，参加过淮海战役、渡江战役，两次入朝参加抗美援朝战争。1957年整风反右时被错误处理; 1963年精减回祖籍，江苏省淮阴地区涟水县高沟公社常沟大队、东谷生产小队; 1980年落实右派政策,恢复公职，安排在涟水县工商行政管理局高沟工商行政管理所、驻红灯公社任工商行政管理员; 1980年10月 提前退休; 1983年1 月20日改离休享受县处级老干部待遇; 1998年8月 15日在原籍涟水县高沟地区中心卫生院因病去逝，享年76岁。
